2021年(nian)(nian)四季度中(zhong)國保險消費者(zhe)信(xin)(xin)心(xin)指數調查(cha)工作已于近期完成,經(jing)統計,四季度保險消費者(zhe)信(xin)(xin)心(xin)指數為(wei)68.6,較2021年(nian)(nian)三季度上升2.3,處于信(xin)(xin)心(xin)較強區(qu)間。其中(zhong),人(ren)身險消費者(zhe)信(xin)(xin)心(xin)指數為(wei)68.4,財產險消費者(zhe)信(xin)(xin)心(xin)指數為(wei)68.7。從2021年(nian)(nian)全年(nian)(nian)情況看(kan),保險消費者(zhe)信(xin)(xin)心(xin)指數下(xia)半年(nian)(nian)呈回升態(tai)勢。

一、各分項指標變動特點
構(gou)成指數的(de)三(san)個(ge)一(yi)級指標得分呈現“兩升(sheng)一(yi)降(jiang)”:行(xing)業環(huan)境(jing)信(xin)(xin)心上(shang)升(sheng)4.3,由66.1升(sheng)至(zhi)70.4;個(ge)人消費信(xin)(xin)心上(shang)升(sheng)0.7,由65.5升(sheng)至(zhi)66.2;宏觀環(huan)境(jing)信(xin)(xin)心下降(jiang)1.1,由69.0降(jiang)至(zhi)67.9。

六個二級(ji)指(zhi)標得分呈現“四(si)升兩降”。行(xing)業發展(zhan)信(xin)心、行(xing)業政策(ce)感(gan)知、行(xing)業服務滿意度、消(xiao)費信(xin)任偏好分別(bie)上(shang)升3.0、5.0、5.0和3.0。宏觀環(huan)境信(xin)心、保險(xian)消(xiao)費意愿(yuan)分別(bie)下降1.1和0.9。

從細分指(zhi)標(biao)變(bian)化上(shang)看(kan),四季度保險消(xiao)費者(zhe)信心指(zhi)數存在以下特(te)點:
一(yi)是保(bao)險(xian)消費者信(xin)(xin)心指(zhi)(zhi)數(shu)較上(shang)季度有所上(shang)升(sheng)(sheng)。從一(yi)級指(zhi)(zhi)標變(bian)動(dong)看,行(xing)業(ye)環(huan)境信(xin)(xin)心和個人消費信(xin)(xin)心上(shang)升(sheng)(sheng)成(cheng)為消費者信(xin)(xin)心指(zhi)(zhi)數(shu)企穩回升(sheng)(sheng)的(de)主(zhu)要(yao)原(yuan)因,宏觀(guan)環(huan)境信(xin)(xin)心下降則(ze)影響(xiang)了信(xin)(xin)心指(zhi)(zhi)數(shu)的(de)回升(sheng)(sheng)幅度。分險(xian)種看,人身險(xian)消費者信(xin)(xin)心指(zhi)(zhi)數(shu)68.4,上(shang)升(sheng)(sheng)2.4;財(cai)(cai)產(chan)險(xian)消費者信(xin)(xin)心指(zhi)(zhi)數(shu)68.7,上(shang)升(sheng)(sheng)2.0。人身險(xian)和財(cai)(cai)產(chan)險(xian)消費者信(xin)(xin)心指(zhi)(zhi)數(shu)均(jun)處于(yu)(65,85]信(xin)(xin)心較強區間。
二是構成(cheng)行(xing)(xing)(xing)業(ye)(ye)環境信(xin)心的三個指標行(xing)(xing)(xing)業(ye)(ye)服務(wu)滿意度(du)、行(xing)(xing)(xing)業(ye)(ye)政策(ce)感(gan)知(zhi)(zhi)(zhi)和行(xing)(xing)(xing)業(ye)(ye)發(fa)展信(xin)心均(jun)有所上(shang)(shang)升(sheng)。行(xing)(xing)(xing)業(ye)(ye)服務(wu)滿意度(du)延續了上(shang)(shang)季(ji)度(du)的上(shang)(shang)升(sheng)勢頭,達到2021年最(zui)高值71.0,其(qi)中(zhong)友善感(gan)知(zhi)(zhi)(zhi)、誠信(xin)感(gan)知(zhi)(zhi)(zhi)和能(neng)力感(gan)知(zhi)(zhi)(zhi)分(fen)別上(shang)(shang)升(sheng)5.8、5.1和4.1。行(xing)(xing)(xing)業(ye)(ye)政策(ce)感(gan)知(zhi)(zhi)(zhi)在四季(ji)度(du)回升(sheng),達到2021年最(zui)高值74.3,其(qi)中(zhong)行(xing)(xing)(xing)業(ye)(ye)政策(ce)落實(shi)感(gan)知(zhi)(zhi)(zhi)和行(xing)(xing)(xing)業(ye)(ye)社(she)會形象感(gan)知(zhi)(zhi)(zhi)分(fen)別上(shang)(shang)升(sheng)4.8和5.2。構成(cheng)行(xing)(xing)(xing)業(ye)(ye)發(fa)展信(xin)心的行(xing)(xing)(xing)業(ye)(ye)經(jing)(jing)營感(gan)知(zhi)(zhi)(zhi)和行(xing)(xing)(xing)業(ye)(ye)經(jing)(jing)營預期分(fen)別上(shang)(shang)升(sheng)4.2和2.0,行(xing)(xing)(xing)業(ye)(ye)經(jing)(jing)營感(gan)知(zhi)(zhi)(zhi)重回(65,85]信(xin)心較強區間。
三(san)是(shi)構(gou)(gou)成個(ge)人(ren)消(xiao)(xiao)費(fei)(fei)信(xin)(xin)心(xin)的兩個(ge)指標消(xiao)(xiao)費(fei)(fei)信(xin)(xin)任(ren)偏好和(he)(he)保(bao)險消(xiao)(xiao)費(fei)(fei)意(yi)(yi)愿(yuan)一升一降(jiang)。構(gou)(gou)成消(xiao)(xiao)費(fei)(fei)信(xin)(xin)任(ren)偏好的個(ge)人(ren)信(xin)(xin)任(ren)傾向上升5.9至71.2,消(xiao)(xiao)費(fei)(fei)自信(xin)(xin)程度上升0.5至71.8;構(gou)(gou)成保(bao)險消(xiao)(xiao)費(fei)(fei)意(yi)(yi)愿(yuan)的不退保(bao)意(yi)(yi)愿(yuan)有(you)(you)所增強,上升1.3至2021年最高值(zhi)85.5,處(chu)于(yu)(85,100]信(xin)(xin)心(xin)很(hen)強區間;續保(bao)意(yi)(yi)愿(yuan)上升2.5至72.3;增保(bao)意(yi)(yi)愿(yuan)和(he)(he)推薦意(yi)(yi)愿(yuan)均有(you)(you)所下降(jiang),分別(bie)下降(jiang)6.2和(he)(he)1.8。
四是宏(hong)觀環境(jing)(jing)信心(xin)有所下降(jiang)但仍(reng)處于(yu)(yu)(65,85]信心(xin)較強(qiang)區間。構成(cheng)宏(hong)觀環境(jing)(jing)信心(xin)的兩個指(zhi)標(biao)經濟環境(jing)(jing)感知和(he)經濟環境(jing)(jing)預(yu)期分別下降(jiang)0.2和(he)1.7,但仍(reng)處于(yu)(yu)(65,85]信心(xin)較強(qiang)區間。
二、觀點及建議
第一,構成行(xing)(xing)(xing)業(ye)(ye)環境信心(xin)的(de)三個指標得分均上升(sheng)表明消費(fei)(fei)者(zhe)對行(xing)(xing)(xing)業(ye)(ye)的(de)樂觀(guan)程度(du)整(zheng)體有(you)(you)所上升(sheng),這(zhe)有(you)(you)助(zhu)于改(gai)善行(xing)(xing)(xing)業(ye)(ye)社會(hui)形象。與此同時,行(xing)(xing)(xing)業(ye)(ye)也在努力提升(sheng)風險(xian)(xian)保(bao)障水平(ping),減輕消費(fei)(fei)者(zhe)負擔。中國銀保(bao)監(jian)會(hui)統(tong)計數據顯示,2021年(nian)前(qian)10月(yue)(yue),保(bao)險(xian)(xian)業(ye)(ye)為全社會(hui)提供(gong)保(bao)險(xian)(xian)金額9,411.43萬億元,同比增長(chang)29.26%;各(ge)項賠(pei)款與給付(fu)支出1.27萬億元,同比增長(chang)16.52%。截至(zhi)2021年(nian)10月(yue)(yue)底,車(che)險(xian)(xian)綜(zong)合(he)改(gai)革使消費(fei)(fei)者(zhe)保(bao)費(fei)(fei)支出較改(gai)革前(qian)降(jiang)低21%,87%的(de)消費(fei)(fei)者(zhe)保(bao)費(fei)(fei)支出下降(jiang)。建(jian)議行(xing)(xing)(xing)業(ye)(ye)主體利用行(xing)(xing)(xing)業(ye)(ye)環境信心(xin)回暖的(de)良(liang)好趨勢,繼續踐(jian)行(xing)(xing)(xing)“以人民為中心(xin)”的(de)發展理念,提供(gong)更豐富的(de)風險(xian)(xian)保(bao)障,持續提升(sheng)消費(fei)(fei)者(zhe)的(de)獲(huo)得感(gan)。
第二(er),個(ge)人(ren)消(xiao)(xiao)費(fei)(fei)(fei)信(xin)(xin)心(xin)持(chi)續恢(hui)復(fu),為行業(ye)(ye)開展(zhan)營(ying)銷(xiao)活(huo)動、縮短保(bao)(bao)(bao)險(xian)(xian)(xian)(xian)(xian)(xian)(xian)公司(si)與消(xiao)(xiao)費(fei)(fei)(fei)者(zhe)(zhe)(zhe)的(de)(de)服(fu)務(wu)(wu)(wu)距離、提供更優質(zhi)的(de)(de)保(bao)(bao)(bao)險(xian)(xian)(xian)(xian)(xian)(xian)(xian)服(fu)務(wu)(wu)(wu)創造了良好的(de)(de)市(shi)場氛圍(wei)。四季度(du)消(xiao)(xiao)費(fei)(fei)(fei)者(zhe)(zhe)(zhe)的(de)(de)個(ge)人(ren)信(xin)(xin)任(ren)傾向和(he)(he)(he)(he)不(bu)退保(bao)(bao)(bao)意(yi)(yi)愿(yuan)達(da)到2021年最(zui)(zui)(zui)高值,消(xiao)(xiao)費(fei)(fei)(fei)自信(xin)(xin)程度(du)和(he)(he)(he)(he)續保(bao)(bao)(bao)意(yi)(yi)愿(yuan)也(ye)持(chi)續回升。這(zhe)表明(ming)消(xiao)(xiao)費(fei)(fei)(fei)者(zhe)(zhe)(zhe)對業(ye)(ye)務(wu)(wu)(wu)員的(de)(de)信(xin)(xin)任(ren)程度(du)有(you)(you)(you)所提升,持(chi)續享受保(bao)(bao)(bao)險(xian)(xian)(xian)(xian)(xian)(xian)(xian)服(fu)務(wu)(wu)(wu)、不(bu)愿(yuan)退保(bao)(bao)(bao)的(de)(de)意(yi)(yi)愿(yuan)很強。建(jian)議行業(ye)(ye)主(zhu)體珍惜(xi)消(xiao)(xiao)費(fei)(fei)(fei)者(zhe)(zhe)(zhe)的(de)(de)信(xin)(xin)任(ren),加強業(ye)(ye)務(wu)(wu)(wu)團隊能力建(jian)設,滿(man)足(zu)(zu)消(xiao)(xiao)費(fei)(fei)(fei)者(zhe)(zhe)(zhe)的(de)(de)服(fu)務(wu)(wu)(wu)需(xu)求。需(xu)注(zhu)意(yi)(yi)消(xiao)(xiao)費(fei)(fei)(fei)者(zhe)(zhe)(zhe)的(de)(de)推薦意(yi)(yi)愿(yuan)和(he)(he)(he)(he)增保(bao)(bao)(bao)意(yi)(yi)愿(yuan)處于信(xin)(xin)心(xin)平穩(wen)或(huo)信(xin)(xin)心(xin)較(jiao)(jiao)弱區(qu)間(jian)。本次調(diao)研發現,無論(lun)是人(ren)身(shen)險(xian)(xian)(xian)(xian)(xian)(xian)(xian)還(huan)是財(cai)產(chan)險(xian)(xian)(xian)(xian)(xian)(xian)(xian)消(xiao)(xiao)費(fei)(fei)(fei)者(zhe)(zhe)(zhe),未(wei)來6個(ge)月內(nei)不(bu)愿(yuan)增購(gou)(gou)(gou)保(bao)(bao)(bao)險(xian)(xian)(xian)(xian)(xian)(xian)(xian)產(chan)品(pin)的(de)(de)主(zhu)要原(yuan)因(yin)都是“目前(qian)(qian)配置(zhi)已(yi)足(zu)(zu)夠,沒有(you)(you)(you)其他保(bao)(bao)(bao)險(xian)(xian)(xian)(xian)(xian)(xian)(xian)需(xu)求”“沒有(you)(you)(you)余(yu)錢”和(he)(he)(he)(he)“產(chan)品(pin)不(bu)合適(shi)”。對于未(wei)來6個(ge)月內(nei)打算增購(gou)(gou)(gou)人(ren)身(shen)險(xian)(xian)(xian)(xian)(xian)(xian)(xian)的(de)(de)消(xiao)(xiao)費(fei)(fei)(fei)者(zhe)(zhe)(zhe),最(zui)(zui)(zui)想(xiang)增購(gou)(gou)(gou)的(de)(de)保(bao)(bao)(bao)險(xian)(xian)(xian)(xian)(xian)(xian)(xian)產(chan)品(pin)中位列(lie)前(qian)(qian)三的(de)(de)分(fen)別(bie)是健康險(xian)(xian)(xian)(xian)(xian)(xian)(xian)、意(yi)(yi)外險(xian)(xian)(xian)(xian)(xian)(xian)(xian)和(he)(he)(he)(he)壽險(xian)(xian)(xian)(xian)(xian)(xian)(xian);對于未(wei)來6個(ge)月內(nei)打算增購(gou)(gou)(gou)財(cai)產(chan)險(xian)(xian)(xian)(xian)(xian)(xian)(xian)的(de)(de)消(xiao)(xiao)費(fei)(fei)(fei)者(zhe)(zhe)(zhe),最(zui)(zui)(zui)想(xiang)增購(gou)(gou)(gou)的(de)(de)保(bao)(bao)(bao)險(xian)(xian)(xian)(xian)(xian)(xian)(xian)產(chan)品(pin)中位列(lie)前(qian)(qian)三的(de)(de)分(fen)別(bie)是車(che)險(xian)(xian)(xian)(xian)(xian)(xian)(xian)、賬戶安(an)全險(xian)(xian)(xian)(xian)(xian)(xian)(xian)和(he)(he)(he)(he)家(jia)庭財(cai)產(chan)險(xian)(xian)(xian)(xian)(xian)(xian)(xian)。盡(jin)管整體消(xiao)(xiao)費(fei)(fei)(fei)者(zhe)(zhe)(zhe)的(de)(de)增保(bao)(bao)(bao)意(yi)(yi)愿(yuan)有(you)(you)(you)所下降,但已(yi)婚有(you)(you)(you)子(zi)女(nv)的(de)(de)消(xiao)(xiao)費(fei)(fei)(fei)者(zhe)(zhe)(zhe)和(he)(he)(he)(he)購(gou)(gou)(gou)買第一份保(bao)(bao)(bao)險(xian)(xian)(xian)(xian)(xian)(xian)(xian)距今不(bu)足(zu)(zu)5年的(de)(de)消(xiao)(xiao)費(fei)(fei)(fei)者(zhe)(zhe)(zhe)增購(gou)(gou)(gou)保(bao)(bao)(bao)險(xian)(xian)(xian)(xian)(xian)(xian)(xian)意(yi)(yi)愿(yuan)仍相對較(jiao)(jiao)強。建(jian)議行業(ye)(ye)主(zhu)體以消(xiao)(xiao)費(fei)(fei)(fei)者(zhe)(zhe)(zhe)需(xu)求為導向,持(chi)續優化產(chan)品(pin)和(he)(he)(he)(he)服(fu)務(wu)(wu)(wu),向消(xiao)(xiao)費(fei)(fei)(fei)者(zhe)(zhe)(zhe)提供更有(you)(you)(you)針對性的(de)(de)產(chan)品(pin)和(he)(he)(he)(he)服(fu)務(wu)(wu)(wu),提升消(xiao)(xiao)費(fei)(fei)(fei)者(zhe)(zhe)(zhe)的(de)(de)增保(bao)(bao)(bao)意(yi)(yi)愿(yuan)。
第三,宏(hong)觀環境信心(xin)仍有走弱趨勢(shi)(shi)(shi),行(xing)業需(xu)密切(qie)關(guan)注經(jing)(jing)(jing)(jing)濟(ji)(ji)發(fa)展(zhan)形(xing)勢(shi)(shi)(shi)。當(dang)前我國經(jing)(jing)(jing)(jing)濟(ji)(ji)發(fa)展(zhan)面臨(lin)需(xu)求(qiu)收縮、供給沖(chong)擊(ji)、預期轉弱三重壓力(li)(li)。外部環境更(geng)趨復雜(za)嚴峻,不確定(ding)(ding)性增(zeng)加。但也要看到(dao),我國經(jing)(jing)(jing)(jing)濟(ji)(ji)發(fa)展(zhan)保(bao)(bao)持(chi)全(quan)球領先地位,民生保(bao)(bao)障有力(li)(li)有效。我國將繼續(xu)做好“六穩”“六保(bao)(bao)”工作(zuo),持(chi)續(xu)改善民生,著(zhu)力(li)(li)穩定(ding)(ding)宏(hong)觀經(jing)(jing)(jing)(jing)濟(ji)(ji)大盤,保(bao)(bao)持(chi)經(jing)(jing)(jing)(jing)濟(ji)(ji)運行(xing)在合理區間,保(bao)(bao)持(chi)社會大局穩定(ding)(ding)。建(jian)議(yi)行(xing)業密切(qie)關(guan)注經(jing)(jing)(jing)(jing)濟(ji)(ji)形(xing)勢(shi)(shi)(shi)變化,及(ji)時貫徹中央決(jue)策部署(shu),調(diao)整經(jing)(jing)(jing)(jing)營發(fa)展(zhan)戰(zhan)略,增(zeng)強自身發(fa)展(zhan)韌性,推動自身高質量發(fa)展(zhan)。
總體(ti)來看,2021年四個(ge)季度保(bao)險(xian)消(xiao)費(fei)者(zhe)信(xin)(xin)心(xin)指數呈趨(qu)穩(wen)態勢,并持(chi)(chi)續(xu)(xu)處于信(xin)(xin)心(xin)較強區間。建議行(xing)業(ye)(ye)(ye)主體(ti)繼續(xu)(xu)關注信(xin)(xin)心(xin)指數的(de)變(bian)化(hua)情況(kuang),利用好(hao)保(bao)險(xian)消(xiao)費(fei)者(zhe)行(xing)業(ye)(ye)(ye)環境信(xin)(xin)心(xin)和個(ge)人消(xiao)費(fei)信(xin)(xin)心(xin)回暖的(de)契機,進一步(bu)提升業(ye)(ye)(ye)務(wu)(wu)員服(fu)務(wu)(wu)水平,改善行(xing)業(ye)(ye)(ye)社會形象,為消(xiao)費(fei)者(zhe)持(chi)(chi)續(xu)(xu)提供貼心(xin)、誠信(xin)(xin)和專業(ye)(ye)(ye)的(de)產品及服(fu)務(wu)(wu),不(bu)辜(gu)負消(xiao)費(fei)者(zhe)對保(bao)險(xian)行(xing)業(ye)(ye)(ye)的(de)期(qi)待,更好(hao)地滿足(zu)消(xiao)費(fei)者(zhe)美好(hao)生活需要。

中國保(bao)(bao)(bao)險消費(fei)者信心指數調查范圍覆蓋了東(dong)北、華北、華東(dong)、華南、華中、西(xi)北、西(xi)南七個(ge)區(qu)域的18個(ge)省(自治(zhi)區(qu)、直轄市(shi)),這18個(ge)省(自治(zhi)區(qu)、直轄市(shi))的原(yuan)保(bao)(bao)(bao)費(fei)收入總和(he)占(zhan)全國原(yuan)保(bao)(bao)(bao)費(fei)收入比例達90%以上。
本(ben)次調查(cha)(cha)(cha)采用二重分層抽(chou)樣(yang)、與(yu)保費(fei)規(gui)模大小成比例抽(chou)樣(yang)(PPS)和隨(sui)機電話抽(chou)樣(yang)相結合的調查(cha)(cha)(cha)方法,納(na)入指數計算的有效樣(yang)本(ben)共1071個,其中人(ren)身險531個,財產險540個。調查(cha)(cha)(cha)工作(zuo)依(yi)靠大數據技術形成抽(chou)樣(yang)框(kuang),主要利用人(ren)工智能(neng)外(wai)呼手段進行無人(ren)工干預線上調查(cha)(cha)(cha)。在消費(fei)者接(jie)(jie)(jie)聽外(wai)呼電話并確認愿意參與(yu)調查(cha)(cha)(cha)后,系統自動發送(song)問卷短信鏈接(jie)(jie)(jie)至保險消費(fei)者手機,既(ji)保護(hu)消費(fei)者隱私權,又實現直接(jie)(jie)(jie)觸達消費(fei)者。
中(zhong)國(guo)保險(xian)(xian)消費(fei)者(zhe)信(xin)(xin)(xin)(xin)心指(zhi)數的(de)(de)取值范圍為(wei)(wei)[0,100],50為(wei)(wei)中(zhong)性(xing)值。指(zhi)數大于(yu)(yu)50時,表示保險(xian)(xian)消費(fei)者(zhe)持樂觀、積極(ji)看法的(de)(de)占比(bi)大于(yu)(yu)持悲觀、消極(ji)看法的(de)(de)占比(bi),保險(xian)(xian)消費(fei)者(zhe)信(xin)(xin)(xin)(xin)心指(zhi)數偏(pian)向樂觀。指(zhi)數值越高(gao),表示保險(xian)(xian)消費(fei)者(zhe)信(xin)(xin)(xin)(xin)心越強。具體(ti)取值區間(jian)的(de)(de)內涵:(85,100]為(wei)(wei)信(xin)(xin)(xin)(xin)心很(hen)強,(65,85]為(wei)(wei)信(xin)(xin)(xin)(xin)心較強,(50,65]為(wei)(wei)信(xin)(xin)(xin)(xin)心平穩(wen),(35,50]為(wei)(wei)信(xin)(xin)(xin)(xin)心較弱(ruo),(15,35]為(wei)(wei)信(xin)(xin)(xin)(xin)心不足,[0,15]為(wei)(wei)信(xin)(xin)(xin)(xin)心匱乏(fa)。
